How do I add in navigation and menu to my template?

Let's say you created a file called menu.tpl that has all of your menu items you want to be dynamic all over your website... Well here is the easy part, once you have these figured out for menu-wise, you'll be able to throw a variable in as such:

Page->Theme->Menu?>
