What is the template structure within a folder under themes?

For an example we are using the default theme for your reference as follows:

/themes/ = is the main directory a new one will go in, so if you have one besides default, make a new directory named after whatever you want:

/themes/default/
                       css/
                       colors.css
                       main.css
                       images/
                       body-bg.gif
                       header.gif
                       header.psd
                       layout.psd
                       location.gif
                       menu.gif
                       navigation.gif
                       toggle-arrow.gif
